Next month, KSBA will offer districts a unique opportunity for legal and policy update training. The training, May 12-13, is designed for school board members and administrators to become current with legal requirements for school district management. A half-day session on policy and ethics for board members also will be offered May 14.
All sessions will be at the Embassy Suites Hotel at 1801 Newtown Pike in Lexington.
The Legal Update Conference begins on Thursday morning, with a three-hour restraint and seclusion training. All school district staff who interact with students and contractors who perform work typically done by employees must be trained on the Kentucky regulation in this area and in de-escalation techniques. Karen Frohoff of Fayette County Public Schools' Special Education Department will present a de-escalation session. Teresa T. Combs, director of the KSBA’s Legal and Administrative Training Service, and Janet Jeanes from the KSBA Policy and Procedure Service will cover the restraint and seclusion regulation, as well as practical tips on documenting incidents. EILA and board member credit hours are available for this session.
The Update Conference continues on Thursday afternoon and all day on Friday. Topics include:

• New laws from the 2016 Kentucky legislative session
• Federal and state regulation update
• Annual policy and procedure update preview
• Highlights from new case law and attorney general’s opinions
• U.S. Department of Justice update
• Office of Civil Rights update
• New security breach regulation
• Safety threats to schools and how to respond
KDE Associate Commissioner and General Counsel Kevin Brown and KDE attorney Amy Peabody will present ESSA information. Jon Akers, director of the Kentucky Center for School Safety, will lead the session on school safety. KSBA Director of Governmental Relations Hope McLaughlin will share information on the actions of the 2016 General Assembly.
On Saturday, May 14, there will be a special three-hour session just for board members. Two hours of ethics training will be offered by Combs and Brad Hughes of KSBA’s Member Support/Communications Service. The third hour, on board member powers and duties in the area of policy, will be led by KSBA Policy and Procedure Director Katrina Kinman.
