(March 22, 2022) KSBA supports Senate Bill 1 as originally passed in the Senate. The rebalancing of principal hiring authority has been a priority of our association and our members dating back three decades. We also support better curriculum alignment and opportunities for broader public input as prescribed in SB 1. The entire spirit and purpose of the Senate’s version of the bill is to strengthen local accountability through elected boards.
We have significant concerns that the committee substitute for SB 1 introduced today moves in the opposite direction with more state control over the largest district in our Commonwealth.
KSBA expects the legislation to go to a House and Senate conference committee for negotiation on the House changes. We cannot support the erosion of local control for any school board. We will continue advocating for a final bill that strengthens accountable leadership of every district in Kentucky via their locally elected school boards.
